Probably the First Hagerstown Hose Company (Engine 1). Parts of the chemical hose wagon (two chemical tanks, lantern, wheel etc) are consistent with the known pictures of the 1903 hose wagon. The driver would have been Frank Maisack.

Rufus Hays was a supporter of the First Hose Company on South Potomac Street in Hagerstown. The fire hall bell, purchased in 1884 from the McShane Bell Company in Baltimore, was named Rufus, in honor of his role as Committee Chairman.
