Memorandum
The first regular meeting held in connection with the establishment of a Museum of Fine Arts for Hagerstown and Washington County took place at the Hotel Plaza New York March 14, 1928.

Mr and Mrs William T Hamilton, Jr., Mr R Bruce Carson and Miss Mary L Titcomb attended this meeting at the request of Mr and Mrs Wm H Singer, Jr. Mr Jakob Doojeward and Mr and Mrs Lynn K Brugh Jr were also present.

Mrs Singer made a definite offer of a Museum building and the gift of works of art sufficient to fill the first unit of the building. She asked that the City furnish the site with the privilege of extension of the building as should become necessary with the growth of the Museum.
Various locations were discussed by the members of the Committee present found that a very decided preference for a site in the City Park of Hagerstown existed in the mind of Mrs. Singer.
Consequently it was decided that an effort should be made to secure sufficient land in that location.

Mrs Singer also asked that an annual appropriation for practical maintenance should be secured from the City and County. No definite sum was fixed but it was understood that it should amount to about $6000.00
It was stipulated that no entrance fees should be charged and that the museum should be open to the public every weekday and on Sunday.

With the advice and approval of Mr and Mrs Singer the following executive committee was chosen with the understanding that they should have power to act in carrying out the wishes of Mrs Singer.
Mr and Mrs Wm. T. Hamilton, Jr., having an intimate knowledge of Mrs Singer's plans, Mr R Bruce Carson, the donor of the initial gift to the Museum, a large exhibition landscape painted by W.H. Singer, Jr., Miss Mary L. Titcomb, Librarian of the Washington County Free Library, Mr Lynn K Brugh, brother of Mrs Singer, Mr Robert H McCauley, Atty at Law, Mr H R Rudy and Mr John S Kausler representing the City Park Commission, Mr John B Ferguson architect and consulting engineer, Mr John D Hollerday, Register of Wills for Washington County, Mr Henry Holzappel Jr. a man of wide experience and great influence in the County.

After concluding these preliminary arrangements, Mrs Singer engaged Mr Musgrave Hyde of New York, a graduate of L' Ecole des Beaux Arts Paris to act as architect of the building.
