Chester "Leroy" Carter

Chester Carter was among the early African-American graduates of Frostburg's Beall High School following integration. Chester, or "Chet" as he was known, graduated from Beall in 1960 along with fellow African-Americans Valentina Jane Ball and Frederick Hall.

As emphasized throughout the yearbook, Carter was recognized as one of the class leaders. He not only played on the basketball team and served as co-captain of the football team, but was also president of the Student Forum, a member of Beall's "Varsity Club", and sang in the school's Men's Quartet.
