Gentlemen:
Enclosed is a copy of an historical study of the City of Cumberland from approximately 1880 to the present, prepared by Mr. Herman Miller and Dr. Harry Stegmaier, Jr.

The work was compiled from the personal files, photo collection, and memories of Mr. Miller, a retired fireman who has spent many years studying and observing the City of Cumberland.

The study was made possible through a grant from the Department of Housing and Urban Development and administered by the Community Development Block Grant Program of the City of Cumberland. The original document, with photographs, is on file at the City Clerk's office in City Hall.
