Richard W. "Baldy" Powell (1940-1992) -
City Council Candidate

In April 1982, the Cumberland News announced that Richard Wendell "Baldy" Powell had declared his candidacy for Cumberland City Council. Richard Powell had graduated from Allegany High School where he excelled in sports and continued to be a well-known sports figure in the community. He resided at 311 Avirett Avenue with his wife, Patricia.

In a statement appearing in the Cumberland News, April 29, 1982, Powell stated that first and foremost the city budget needed balancing. Secondly, more jobs were needed in the City of Cumberland for its citizens and 5,795 people who were identified as unemployed. Beyond that, the jobs created would need to be the type that provided the general public with "a means of maintaining an adequate standard of living."

On May 4, 1982 Richard Powell received 311 votes in the City of Cumberland's Primary Election. In a field of thirteen candidates this was not enough to place him among the top eight finishers for the General Election to be held on May 18th.
