March 20, 1959 (Contd.)

Allan Weatherholt; G. Franklin Martens; Dr. David Zimmerman, Assistant State Superintendent of Schools; Helen Clark, State Department of Education; Mary Walsh, Librarian; and Lillian Compton of the County Library Committee, appeared before the Commissioners in regard to establishing Library Services for the County. Mrs. Clark informed the Commissioners that the Federal Government agrees to give a portion of the money for this program.

Commissioner Rowan stated that he was interested in the County Library Services but since he has been elected County Commissioner and found out the financial condition of the County there was no way possible for the Commissioners to take over such a project at this time unless money can be raised without increasing the tax rate, as he does not want to burden the taxpayers any more. He stated that there is a Bill in Legislature granting the retired teachers an increase in their pension and if this Bill is passed and signed by the Governor the Commissioners will have to find some way to raise the money for this purpose.

Mr. Weatherholt stated that this committee would like to work up some kind of a package program for the whole County before Federal money runs out.

Commissioner Wilson stated that he would like to have a breakdown as to where the libraries will be located and how much it will cost as he would like to have a clear picture of the cost. He also informed the delegation that if the County Commissioners were not operating three County Institutions they would have one of the best libraries in the State and that Allegany County is the only County in the State of Maryland that has three institutions for the old people.

Dr. Zimmerman stated that there has been $20,000 set up for library purposes but it will not be available after 1961 and that this money is on a matching basis of the State and County with the Federal Government providing that the County levies 2 cents on the tax rate.
