Mrs. T. Scott Riggs (third from left) presents an American flag to Robert L. Neal, director of the Allegany County Library System, on behalf of Cresap Chapter, Daughters of the American Revolution, and in memory of her husband, the late Maj. Gen. T. Scott Riggs. Also shown are Miss Mary Largent of Paw Paw, W.Va., acting regent of Cresap Chapter; Maj. Charles Huddleston, and an ROTC honor guard from Frostburg State College. Gen. Riggs, a 1928 graduate of West Point, served with the U.S. Army for 36 years. He was chief adviser to the First and Second Republic of Korea armies, chief of staff of the combined military planning staff of the Central Treaty Organization, commanding general of the 6th Corps, and chief of information and education of the Army. Also present was Gen. and Mrs. Riggs' son. Prof. Robert Riggs, head of the Foreign Language Department at FSC.
