SUBJECT: Command of the European Theater of Operations.

TO : Major General Russell P. Hartle, United States Army.


1.       During my absence from the United Kingdom, you are designated to act as my Deputy. As such you are authorized and directed:

a.       To issue orders and instructions for the Theater Commander to all elements in the E.T.O. except those directly under Allied Force Headquarters.

b.       To act for the Theater Commander in communicating with the War Department or its subordinate elements and with United States, British and Allied Agencies in the United Kingdom on all matters affecting the European Theater of Operations.

2.       In carrying out the above responsibilities, you will be guided by policies established heretofore in so far as they are applicable.

3.       Only those matters affecting "TORCH” or which by law require his personal actions will be referred to the Theater Commander during his absence.

4.       During his presence in the United Kingdom the Chief of Staff will issue orders in the name of the Theater Commander in matters affecting the "TORCH” operation.

5.       Orders and instructions will be issued by "By order of the Theater Commander" and communications to the War Department and to British and other agencies will be signed "For the Theater Commander".
