Dear Sir:

It is a great pleasure for me in my capacity both as City Manager and as Chairman of the Executive Committee of the "Black-out" in the Municipality of San Juan, to express to you and the officers and men under your command, my profound gratitude for the manner in which they so ably assisted to make the "black-out" a complete success.

As I stated to the public in the daily newspapers of San Juan, the success of the "black-out" of September 24th, 1940, must be credited not only to my personal efforts as Chairman of the Local Executive Committee, but also to all the officials in charge of Federal Government agencies that cooperated so thoroughly in the "black-out".
It is therefore, with great pleasure that I divide with you and the officials and men under your command, all congratulations which I have been receiving for the success attained in the "black-out".
