For the Herald and Torch.
WASHINGTON COUNTY HOME REBELS TO BE PUNISHED.

Messrs. Editors :-

James D McPhail, Provost Marshal General       State of Maryland has written a letter to one of our citizens in answer to an inquiry as to the method of having parties guilty of disloyal conduct punished. In it he writes “You will oblige me by making known to Mr. Stake at Williamsport and Provost Marshal for Washington County, the names of parties guilty, and he will have the affidavit taken and forward them to me, and if approved the arrests will be made without delay.” Let the loyal citizens hand in the names of parties guilty of disloyal conduct and the names of those who can testify, and there is but little doubt that Provost McPhail will give many of them a free ticket on the
“lightning train to Fort Warren”.
