Arrest of Rev. Mr. Douglas.

The Rev. Robert Douglas, a citizen of this county, residing on the Potomac, opposite Shepherdstown, was arrested, we understand, last week, on the charge of giving “aid and comfort” to the rebels by exhibiting signals. He was taken under a military guard to Harper's Ferry.
