The people throughout the country are invited to meet in their places of worship at that hour for the purpose of solemnizing the occasion with appropriate ceremonies. In Hagerstown, the places of business will close from 10 a. m. till 4 p. m., and there will be services in all the loyal churches, as suggested by the Acting Secretary of State.
