Ex Governor Hicks is in the ranks.—
Only a few weeks since the President tendered to ex Governor Hicks an appointment of Brigadier General. The Governor declined this because of a want of military knowledge. Now he comes forward as a private soldier, in the ranks of our military company in this town. This shows the spirit of a true patriot.—

Four full regiments of Union troops have been raised in Arkansas since July 1st.
