March 19, 1936.

At a special session of the Board of County Commissioners of Allegany County, held in their offices at the Court House on the above date, were present the following; President, A. Chas, Stewart, Commissioners, Nelson W. Russler and James Holmes, Attorney, David W. Sloan and Clerk Thos. P. Richards.

The meeting was called for the specific purpose of devising ways and means whereby the County Commissioners might extend their services in the emergency of the terrible flood which visited Cumberland and the adjacent territory.

At the suggestion of President Stewart and upon motion made by Commissioner Holmes, seconded by Commissioner Russler and unanimously carried, it was ordered that the following telegram be sent to the Honorable Harry W. Nice, Governor of Maryland;

"It is absolutely imperative that the State of Maryland extend emergency assistance to Cumberland and adjacent flood areas. Conditions are appalling, many people in dire need, business and traffic at a standstill. Allegany County will appreciate any assistance you may be able to extend at this

On motion made by Commissioner Russler, seconded by Commissioner Holmes and unanimously carried, it was ordered that the Attorney to the Board, Mr. David W. Sloan, be instructed to prepare a tentative bill to be presented to the Maryland General Assembly and the Maryland State Senate, to provide the necessary legislation for an enabling act, empowering the County Commissioners of Allegany County to raise if necessary $500,000 by means of a special bond issue for any emergencies which might arise. Mr. Sloan to prepare the bill and present to the Board of County Commissioners as soon as possible, in order that the same might be properly passed upon before presentation to the General Assembly and the State Senate of Maryland.

There being no further business to come to the attention of the Board, the meeting adjourned.
