Notes

Although it is unclear whether Joe was a captured runaway slave or a criminal, this document from 1798 identifies an African-American as being held in custody by the Sheriff of Allegany County, Robert Sinclair. Allegany County was created by an Act of the Maryland State Legislature in 1789 and Sinclair served as Sheriff from 1797 to 1801.
