As noted in an editorial appearing in the April 23, 2019 edition of the Cumberland Times-News Stahlman “will be the first female municipal or county administrator in Allegany County.” In describing Stahlman the current long-time city administrator, John Kirby, stated “Never before has there been a combination of abilities, attitudes, desire and understanding.” An earlier article appearing on April 19th quoted Stahlman as saying, “You know how much I love Frostburg, so this is an honor,” Stahlman further said. “John Kirby has been a great mentor to me and I have a lot of comfort in that and the great staff of Frostburg. It’s a privilege to serve the citizens of Frostburg as city administrator.”

Stahlman has her undergraduate degree from Frostburg State University in Environmental Analysis and Planning and her Masters in Business Administration.
