Frostburg City Councilwomen

The City of Frostburg was founded in 1812, and officially incorporated in 1870.

Margaret C. Jones is believed to be the first of five women to have served thus far on the Frostburg City Council. Councilwoman Jones served in this capacity from 1970 through 1980. The photograph displayed here is dated June 1, 1970 when Margaret Jones was serving as City Water Commissioner.

Susan Keller, who is depicted to the right of Jones, held office from 2002 through 2010.

Robin Gorrell was elected to the Frostburg City Council in 2002 and held office until 2005, whereupon she resigned due to her relocation out of the area. Her photograph is located below that of Jones.

Councilwoman Winifred “Winnie” Davis (1934-2012), right of Gorrell, held office from 1990-1992, and again from 1994-2000. She served the City of Frostburg as Street and Finance Commissioner.

Nina Forsythe, right of Davis, is the fifth woman to be elected to the Frostburg City Council. On June 5, 2018 Forsythe was elected to a two-year term as the city’s Commissioner for Water, Parks & Recreation.
