The Emancipation Question

The responses of the majority and minority members from the Border Slave States to the paper addressed to them by the President of the United States, on the subject of gradual emancipation in their respective States, have been published in the city papers, but for want of room we have been unable to insert them in our paper of this week.— In our next issue they shall have a place. The majority response is signed by twenty members, including Messrs. THOMAS, CALVERT, CRISFIELD, LEARY, and WEBSTER, of this State, and is not favorable to the President’s plan, while that of the minority, signed by seven members, finds no fault with his plan and urges its serious consideration upon the people of the Border Slave States. Congress, however, failed to pass the bill appropriating two hundred millions of dollars in aid of the scheme, as recommended by Mr. Lincoln, and the Border States, therefore, have now no assurance that such aid will be extended to them.— If it had been given, we have no doubt emancipation could have been carried in Maryland.
