The Hays brothers were involved with the League of American Wheelmen, a group designed to enjoy cycling but also to lobby for better roads. George Updegraff who was the Captain of the group owned hat and glove manufacturing companies. There are also three doctors on the list of those in the photograph.
Some of the men have HAGERSTOWN on their caps, and the bugler has a number of badges pinned to his jacket.

Notes:
The mix of high wheeler and safety bicycles would suggest the photograph was taken in the later 1880s, early 1890s, before high wheelers were replaced.
