CUMBERLAND MUNICIPAL GOVERNMENT

1.       During what years did the ward system of government exist in Cumberland?

An act of the legislature made a new charter dividing the City of Cumberland into six wards, providing for a mayor and twelve councilmen. There were two councilmen from each ward. The first city election under the ward system was held in May, 1874. Six councilmen were elected for two years and six councilmen were elected for one year. The ward system of city government existed for a period of thirty-six years from 1874 to 1910.

2.       What were the duties of the commissioners under the ward system of government?

After the councilmen and mayor were duly elected and sworn into office, a president was elected from the council. He would then select his committees from the councilmen. Three councilmen would be selected for each of the following committees: ordinances, finance, accounts, printing, streets and alleys, city hall and market house, fire department, petitions, street lights, police and station house, building privileges, elections, water works, and transfers and appeals.

3.       When did the system of a mayor and four commissioners begin in Cumberland?
