Carringrton Talks To Rotarians For Road Program

Frostburg Secretary Outlines Plan for Aiding Towns.

E. C. Carrington, secretary of the Frostburg Commercial Club, was the principal speaker at the weekly luncheon of the Rotary Club in the Fort Cumberland yesterday.

He discussed the progress so far made by the citizens of Cumberland, Frostburg, Hagerstown, Frederick and other Western Maryland towns in the movement to have the State Road Commission hear part or all of the cost of rebuilding streets in the incorporated towns of Maryland which are connecting links of the State Road system.

The remarks of Mr. Carrington were supplemented by an address made by G. Clinton Uhl, a former member of the State Roads Commission who favors the idea of the state relieving the communities of the expenses of rebuilding streets which are principally used as general thoroughfares.

Under the present system of distributing State road funds, streets are built through some of the smaller towns by State funds and 20 percent of the entire State road fund is paid to the city of Baltimore.

Cumberland, Frostburg and many other towns and cities have never received any aid from the State Roads Commission to rebuild their streets.

Mr. Carrington explained that a movement was recently begun at Hagerstown, having for its object the equitable distribution of state funds to all towns and cities of the state.

Col. D. John Markey who presided over the Hagerstown meeting has called a big meeting for Sept. 21 which will be held in Baltimore, Mr. Carrington informed the Rotary Club that meetings will be held this week in Oakland, Grantsville and Accident, Garrett County and he appealed to the Rotarians to give aid to the movement so that the matter might be brought to a successful climax at the next session of the Legislature.
