Mrs. McCoy Breaks Ground For Library
Construction Starts Monday
Mrs. Nellie McCoy, librarian of the Westernport Library, yesterday afternoon had the opportunity of turning the first shovel of dirt for the new branch library on Main Street in Westernport in groundbreaking ceremonies.
The Lashley Masonry Company, RD 1, Frostburg, was awarded the contract to build the new branch library on its low bid of $118,861 submitted April 1. Jess Lashley, head of the firm, who participated in the ceremonies yesterday, proposes to complete the job in 120 days.
Okey Michael, who has been the Westernport member of the Allegany County Board of Library Trustees since its establishment about 1960, was master of ceremonies yesterday.
Among the participants in yesterday's groundbreaking was William M. Thompson, manager of the Luke mill of Westvaco, [who presented a $5,000 cheek to Robert L. Neal, 'director of the county library systems. That represented the second half of the $10,000 contribution which the mill made toward the new library.
Other participants in the ceremonies included Harris LeFew, public relations director of the Luke mill; Mayor Ray Wilt of Westernport, and Ronald Dubberly, representing the State Division of Library Extension, and Mrs. Thompson, who has been an active member of the library board in Westernport.
The library board has $150,000 in funds earmarked for the project. Included is $45,000 in federal basic funds and $75,000 under Section 214 of the Appalachian Act.
Other members of the County Board of Library Trustees present yesterday included Dr. Adam Baer, president; F. Allan Weatherholt, John T. Mason, Mrs. Virginia Kiefer and James Alfred Avirett. Other members of the Westernport library board on hand included Manuel Diaz, Mrs. Benjamin Mamolen, Victor Kalbaugh and Donald DeVore. Mrs. McCoy's assistants, Mrs. Ernest Hitt and Mrs. George Ord, also were present.
