Office of the Department Commander
San Juan, Puerto Rico

November 7, 1939

Memorandum to: Colonel Russell P. Hartle, 65th Infantry.

The following extracts of letters to General Daley from Major Arthur H, Wilson, (FA) G.S.C. Washington, D. C, and Congressman J. Buell Snyder, M.C., dated October 18 and October 24, respectively, are furnished for your information.

Extract from Major Wilson's letter:

"They certainly were impressed with the work you and your staff are doing in Puerto Rico, and reported to that effect in no uncertain terms to the Secretary of War and the Chief of Staff."

"I believe you will be interested to know that the thing which made the greatest impression on the Congressional Committee was the way you had your staff present the various problems .”

Extract from Congressman Snyder's letter:

“Both Mr. Starnes and myself were particularly impressed with the manner in which you are carrying on the work in Puerto Rico; and I have made a report to that effect to General Marshall. If the soldiers of the 65th Infantry can take the field as well as they can pass in review, you will have a fine army on those islands.”

"Please express to your staff my thanks for all the arrangements which were made for our trip; and please accept again my thanks for your own very fine hospitality in Casa Blanca."

Victor V. Taylor
Lieut. Colonel, A. G. D
Adjutant General.
