Look Magazine April 1943 had a story entitled
The Hagerstown System: A common-sense approach to a common war problem. Fairchild Corp. had been awarded the Army-Navy E:

Now each of Fairchild's 25 Hagerstown factories proudly flies an E pennant. "Full utilization of available equipment," was mentioned in the Fairchild citation. This is another way of saying that subcontracting (to forestall over-expansion), the use of labor on hand, and of a conveyor belt of small cars and trucks, combine to form the "Hagerstown System."

Wooden wing surfaces for PT-19's, PT-26's are being made in the M. P. Moller Pipe Organ Works at Hagerstown. Largest company of its kind, Moller's is 100 per cent converted to subcontracting for Fairchild. Former steam shovel operators, school lads, housewives are making the Hagerstown System work.
