Maj. Robert Swan of the Confederate army was in Hagerstown last week on parole.

Colored Substitutes.—It is said that Provost Marshal General Fry has issued instructions to the various Provost Marshals that, under existing laws, they can receive or accept colored substitutes for white persons. The decision will naturally cause a great reduction of the rates demanded for white substitutes.

THE SECOND MARYLAND PHB

This Regiment which has been recently stationed at Greenland Gap has been ordered to the front and passed through the city via B & O. R. R. to-day. They will join Gen. Hunter's column, whose field of operation will be the Shenandoah Valley. The boys generally seem eager for the fray, and express their determination to maintain the reputation that the Maryland troops have already gained on many a well-fought field, A portion of this regiment has re-enlisted for three years, or the war: the term of the reminder will expire in August next.

HEAVY DAMAGE TO COUNTY HIGHWAYS

Cost to Repair Roads Here is Estimated to Be $188,000

It will cost Maryland $188,000 to repair the damage caused to state highways in Washington County by subzero weather and by the floods, Dr. H E. Tabler, chairman of the State Roads Commission, said yesterday after he and Nathan L. Smith, chief engineer, completed a survey.
